When someone goes above and beyond to be nice you say: Blagadaryu vas:i am thankful.
When someone provides you food:informal if a friend formal if at a meeting.
If someone provides you with help.

upon whether you know the person or not?
No but you should use the formal way of saying thank you for the appropriate situation.
